Connecting the Northern Frontier: Data Lake Inc. and DTI Transform Batanes into a “Smart Province”

BASCO, BATANES — Batanes, known for its breathtaking landscapes and geographic isolation, is crossing a new digital threshold. Data Lake Inc., in a strategic initiative with the Department of Trade and Industry (DTI), has officially launched the “DTI Batanes Data Lake” project, a landmark connectivity rollout designed to bring the island province’s speed and digital capability on par with the mainland.
By deploying enterprise-grade Starlink units across the islands, Data Lake is solving the “Last Mile of the Last Mile” challenge, proving that even the most remote northern islands can function as a fully integrated digital economy.

THE BATANES MODEL: FROM ISOLATION TO INTEGRATION
Historically, Batanes has struggled with intermittent infrastructure due to its location in the typhoon belt. This partnership fundamentally changes that dynamic by utilizing Low Earth Orbit (LEO) satellite technology to create a resilient, weather-resistant data backbone.
“The ‘DTI Batanes Data Lake’ initiative is not just about browsing the web; it is about economic parity,” said a Data Lake representative. “We are ensuring that a business in Basco has the same digital opportunity as a business in Makati.”
THREE PILLARS OF THE INITIATIVE
1. Empowering Governance & Operations The deployment creates an immediate upgrade for Provincial Government Operations. Local Government Units (LGUs) can now transmit data, access national portals, and coordinate services at high speeds. This eliminates the “digital lag” that often hampers administration in island provinces, ensuring that public service delivery is seamless and responsive.
2. Boosting Enterprise (MSMEs) & Competitiveness Central to the DTI’s mission, this connectivity is a direct injection of support for Micro, Small, and Medium Enterprises (MSMEs).
- Data-Driven Growth: The connection supports the DTI’s Cities and Municipalities Competitive Index (CMCI) data gathering, allowing Batanes to accurately report its economic metrics and attract investment.
- OTOP (One Town, One Product): Local artisans and producers under the OTOP program can now reliably access e-commerce platforms, marketing their unique Ivatan products to a global audience without connection failures.
3. Education & The “Smart Village” Vision In coordination with the Department of Information and Communications Technology (DICT), the initiative supports the broader “Smart Village” roadmap. By connecting schools and community centers, Data Lake is laying the foundation for Smart City initiatives—telemedicine, digital classrooms, and remote work hubs that will define the province’s future.
RESILIENCE IN THE TYPHOON BELT
Beyond daily operations, Data Lake provides a critical layer of safety. As an official Starlink reseller, Data Lake’s units serve as the province’s primary fail-safe during severe weather events. When traditional fiber or microwave links are severed by storms, satellite connectivity ensures that Basco remains online for critical communications and disaster response.
